Law plays an increasingly prominent role in safeguarding core and major national interests, participating in international governance, and winning the voice of the international system. Foreign-related legal education is the basic project of cultivating foreign-related legal talents, the question of The Times that must be answered by the socialist rule of law with Chinese characteristics, and the important mission of legal education to serve "the great of the country". For a long time, Chinese legal education has focused on cultivating domestic legal talents, which is difficult to adapt to the urgent demand for foreign-related legal talents under the new situation. Therefore, it is necessary to accelerate the reform of foreign-related legal education and cultivate first-class foreign-related legal talents with international vision and proficient in international law and national law.

The development of the cause is in urgent need of high-quality foreign legal talents

Over the past 40 years, under a relatively stable international environment, China has firmly seized the historical opportunities of reform and development, achieved two miracles, rapid economic development and long-term social stability, and significantly improved overall national strength. The great rejuvenation of the Chinese nation has entered an irreversible historical process. With the sustained growth of China's national strength and the profound adjustment of the contrast of international power, the external environment that China is facing for its development is increasingly complex, geopolitical tension is increasingly prominent, the strategic competition of major powers is constantly deepening, and the role of law in the cooperation, competition and struggle between nations is becoming more and more obvious.

To better safeguard China's sovereignty, security and development interests, we must advance the rule of law at home and abroad in a coordinated manner, accelerate the strategic layout of foreign-related rule of law work, and advance domestic and international governance in a coordinated manner. Foreign legal talents are the necessary conditions for foreign legal work. As China moves to the center of the world stage, more and more of its overseas interests need to be protected by legal weapons. To promote opening-up at a high level and build a community with a shared future for mankind, the law is an effective means of foreign relations. To build a new development pattern in which the domestic cycle plays a major role and both domestic and international cycles reinforce each other also requires strong legal safeguards.

Foreign legal education is difficult to effectively meet the practical needs

For a long time, Chinese legal education has been focusing on the cultivation of domestic legal talents, but there are shortcomings in the cultivation of foreign legal talents.

Traditional department law training mode can not meet the comprehensive requirements of foreign legal work. The traditional legal education constructs knowledge system by department method and lacks comprehensive and applied design. Foreign rule of law work has a strong comprehensive characteristics, only rely on the department law knowledge is not competent. Foreign rule of law work requires high requirements of strategic thinking, system thinking and comprehensive skills. Practitioners should not only be proficient in laws and regulations in various fields, but also have comprehensive knowledge of politics, military, diplomacy, international relations, history and culture.

The legal knowledge system which mainly focuses on domestic law cannot cultivate foreign legal talents who are familiar with international law and foreign law. Our legal education has long been focused on teaching knowledge of domestic law, while courses of international law and foreign law account for a small proportion, and courses of other disciplines related to foreign legal work are even less. The number of professionals trained by colleges and universities who are competent for foreign-related rule of law work is very small, which is far from the actual demand.

The talent training mechanism with theoretical deduction as the main teaching method cannot meet the practical requirements of foreign legal work. For a long time, legal education mainly draws on the teaching experience of mainland law departments, with classroom teaching and theoretical deduction as the main teaching methods. Although there are also practical courses, the overall proportion is not high and the effect is limited. Foreign-related rule of law work is highly practical. If students do not receive necessary practical training, it is difficult to get the opportunity to engage in foreign-related rule of law work and meet the requirements of foreign-related rule of law work.

Establish a system for cultivating foreign-related legal talents with Chinese characteristics

Strengthen value guidance and cultivate students' sense of mission and responsibility. The primary task of foreign rule of law work is to effectively safeguard national interests with legal weapons. In the process of foreign legal talents training, we should focus on shaping students' firm political stance and profound feelings of home and country. 

We will improve the setting of disciplines and specialties, and build a cluster of disciplines related to foreign law. To explore the construction of first-level disciplines related to foreign law and international law or doctorate and master's degree programs, support the cross-integration of emerging disciplines such as international law, foreign law, comparative law and regional and national studies, form a cluster of disciplines related to foreign law, and give full play to interdisciplinary synergy.

Integrate multi-disciplinary curriculum resources to create a curriculum system suitable for foreign-related legal work. This paper breaks through the barriers of the original training program for legal talents, and develops a new training program for legal talents according to the characteristics of undergraduate and postgraduate legal education, highlighting the compound, diversity and pertinence of the curriculum system. Increase the proportion of international law, national law, comparative law, international politics and other courses. Interdisciplinary courses on intellectual property, international finance, international trade and national security will be offered, focusing on key areas of foreign-related legal work.

Optimize the design of practical courses to improve students' basic skills in foreign legal work. In the process of cultivating foreign-related legal talents, it is necessary to increase the proportion of practice and training courses, reform the teaching mode of practice and training courses, flexibly use teaching forms such as moot court and mock arbitration, and actively explore off-campus resources. The training units of foreign-related legal talents should actively cooperate with practical departments and international organizations to establish practice and training bases.

Strengthen foreign language education and teaching to improve students' multilingual and cross-cultural communication skills. It is necessary to strengthen the training of students' foreign language ability, so that every student can master more than two foreign languages and take into account the needs of different minor languages. To enhance students' deep understanding of overseas culture and enhance their cross-cultural communication and exchange ability. In particular, attention should be paid to guiding students to integrate their foreign language ability and cross-cultural communication ability into foreign-related legal work, so as to lead the formulation of international rules and promote the shaping of a new international order.

We will build a team of foreign legal teachers with both moral and professional skills. Reform the mode of teacher selection, assessment and promotion, establish an attractive salary and security system, and widely attract excellent teachers both inside and outside the school and at home and abroad. Special attention is paid to attracting practical experts with rich experience in foreign-related rule of law work to join the foreign-related rule of law teaching team. We should strengthen the recruitment, introduce characteristic policies, and establish a regular and diversified foreign teachers. It is necessary to explore special promotion paths for foreign-related rule of law teachers, retain talents, make good use of talents, and give more development space to foreign-related rule of law teachers; Attention should be paid to the selection and recruitment of practical teachers, and attention should be paid to the recruitment of experienced frontline personnel or retired personnel from diplomatic institutions, international organizations, multinational companies, international law firms and other institutions to participate in the cultivation of foreign-related legal talents.
