1. Registration items of residence permit

The registration items of a foreigner's residence permit include: the holder's name, sex, date of birth, reason for residence, duration of residence, date and place of issue, passport or other international travel document number, etc. Where the registered items of a foreigner's residence permit are changed, the holder of the permit shall, within 10 days from the date of the change, apply to the Exit and Entry Administration department of the public security organ of the local people's government at or above the county level in the place of residence for the alteration.

2. Residence permit application period and extension

Aliens whose visas indicate that they need to apply for residence permits after entry shall, within 30 days from the date of entry, apply to the Exit and Entry Administration department of the public security organ of the local people's government at or above the county level of the intended place of residence for aliens' residence permits. To apply for a foreigner's residence permit, the applicant shall submit his or her passport or other international travel documents, as well as relevant materials for the purposes of the application, and retain biometric information such as fingerprints. The Exit and Entry Administration department of the public security organ shall, within 15 days from the date of receipt of the application materials, conduct a review and make a decision on the review, and issue residence permits for foreigners of the corresponding categories and duration according to the purposes of residence. The validity period of a foreigner's residence permit for work shall be at least 90 days and at most five years; The validity period of a non-work residence permit shall be at least 180 days and at most five years.

Aliens residing in China who apply for the extension of the period of residence shall, 30 days before the expiration of the period of validity of their residence certificates, file an application with the Exit and Entry Administration authorities of the public security organs of the local people's governments at or above the county level in the place of residence, and submit relevant materials concerning the purposes of the application as required. If, upon examination, the reasons for extension are reasonable and sufficient, an extension of the period of residence shall be granted; If the period of residence is not extended, the applicant shall leave the country on schedule.

3. Failure to apply for a residence permit

A foreigner shall not be issued a residence permit under any of the following circumstances:

(1) The type of visa held is not eligible for foreigner residence permits;

(2) resorting to fraud in the application process;

(3) Failing to provide relevant certification materials in accordance with regulations;

(4) violating relevant Chinese laws and administrative regulations and being unfit to reside in China;

(5) Other circumstances in which the issuing authority considers it inappropriate to issue a foreigner's residence permit.

The specialized talents, investors, or foreigners who really need to change their stay from stay to residence for humanitarian reasons may, upon approval by the Exit and Entry Administration department of the public security organ of the local people's government at or above the city level divided into districts, apply for residence permits for foreigners.

4. Validity of the decision

The decision made by the Exit and Entry Administration of the public security organ not to apply for the extension, renewal or reissuance of ordinary visas, not to apply for foreigners' stay or residence permits, or not to extend the period of residence shall be final.
