Notice Regarding Matters Concerning the Duty-Free Shops at Ports of Entry

The People's Governments of Inner Mongolia Autonomous Region, Jilin Province, Heilongjiang Province, Shanghai Municipality, Jiangsu Province, Ningbo City, Fujian Province, Xiamen City, Shandong Province, Qingdao City, Henan Province, Hubei Province, Hunan Province, Guangdong Province, Shenzhen City, Guangxi Zhuang Autonomous Region, Hainan Province, Sichuan Province, Guizhou Province:

In order to further leverage the role of duty-free stores in boosting consumption, with the approval of the State Council, the following matters regarding the establishment of inbound duty-free stores at ports and other related issues are hereby notified

1. At 41 ports including Wuhan Tianhe International Airport, a new inbound duty-free store will be established at each port (listed in the attached "List of Established Inbound Duty-Free Stores" as Nos. 1 to 41). Among them, after the establishment of the inbound duty-free store at Hengqin Port, residents of Macao who enter the country through this port will be allowed to purchase duty-free goods within a certain quantity (up to 15,000 yuan).

II. Continue to set up inbound duty-free shops at 11 ports including Haikou Meilan International Airport and Shekou Cruise Terminal (listed as Nos. 42 - 52 in the attached "List of Established Inbound Duty-Free Shops").

III. The duty-free shops at the following three ports - Qingdao Liuting International Airport, Guangzhou Dong Railway Station, and Jiangmen Port - will be discontinued. Once the passenger flight routes of Xiamen Gaokai International Airport are transferred to Xiamen Xiang'an International Airport, the duty-free shop at Xiamen Gaokai International Airport will also be discontinued.

IV. The relevant government departments of the provincial (autonomous region, municipality directly under the Central Government, or plan-single-listed city) where the inbound duty-free stores are located shall guide the tenderer or the port operator to implement the tendering and other matters in accordance with the relevant laws and regulations such as the "Bidding and Tendering Law of the People's Republic of China", the "Interim Measures for the Management of Inbound Duty-Free Stores at Ports" (Cai Guo Shui [2016] No. 8), and the "Notice on Supplementary Provisions of the Interim Measures for the Management of Inbound Duty-Free Stores at Ports" (Cai Guo Shui [2018] No. 4) issued by the Ministry of Finance, the Ministry of Commerce, the Ministry of Culture and Tourism, the General Administration of Customs, and the State Taxation Administration. The local regulatory office of the Ministry of Finance shall perform the administrative supervision duties for the tendering activities in accordance with the law. The companies eligible to participate in the tendering are enterprises with the qualification for duty-free goods operation approved by the State Council, including: China Duty-Free Group Corporation Limited, Shenzhen State-owned Duty-Free Goods (Group) Co., Ltd., Zhuhai Duty-Free Enterprise Group Co., Ltd., China Overseas Travel Service Co., Ltd., China Hongzhong Travel Asset Management Co., Ltd., and Wangfuji Group Co., Ltd.

V. The provincial (autonomous region, municipality directly under the Central Government, or plan-single-designated city) government where the inbound duty-free shops are located should earnestly assume the main responsibility, strengthen overall coordination, improve the comprehensive management mechanism in the region, prevent the illegal resale of duty-free goods and other behaviors that disrupt the market operation order, and comprehensively carry out anti-smuggling comprehensive governance work to effectively control the smuggling risks of duty-free goods.
