According to the information released by the Ministry of Commerce's website on the 20th, the Ministry of Commerce has issued the "Measures for Promoting Travel Service Exports and Expanding Inbound Consumption" (referred to as the "Measures"). The Measures propose 16 specific policy measures in 7 aspects, including expanding inbound tourism consumption, facilitating inbound business activities, activating inbound event consumption, promoting inbound cultural and entertainment consumption, expanding inbound health consumption, developing inbound education and training consumption, and improving safeguard measures.

The specific content is as follows:

Promoting the export of travel services and expanding inbound consumption are important measures for vigorously developing service trade and enhancing China's international influence. They are also crucial supports for developing service consumption and promoting the expansion and upgrading of the consumption market. In order to implement the decisions and arrangements of the Central Committee and the State Council, and further expand service exports, and create an international consumption environment with global appeal, the following policy measures are proposed.

1. Expand inbound tourism consumption

(1) Build a national tourism brand. Coordinate various experiences such as Chinese tourism, Chinese shopping, Chinese education, and Chinese medical care. Systematically construct the "Hello! China" national tourism image and create the "China Tour" brand, highlighting cultural recognition and consumption guidance. Establish an integrated international tourist information service platform for inbound tourists, and build an official promotion and information release platform for Chinese inbound tourism.

(2) Strengthen global precision marketing. Develop inbound tourism and consumption brand promotion plans, integrate resources from travel platforms, travel agencies, airlines, educational institutions, medical institutions, etc., and formulate differentiated marketing strategies. Targeted and precise promotion should be carried out for inbound tourists. Make good use of various social media to present a more vivid image of Chinese tourism. Support overseas teams to come to China to produce film and television works in accordance with relevant regulations.

(3) Expand the supply of inbound tourism products. Encourage localities to develop distinctive inbound tourism products based on their own conditions, and launch "one journey with multiple stops" inbound tourism packages. Promote joint consumption promotion schemes involving "urban transportation + attractions + accommodation + consumption". Make good use of unique cultural traditions, festivals and exhibitions, geographical indicators, and clustered industries. Enhance the supply level of study tours, continuously enrich product types and study tour scenarios based on local conditions, and cultivate a number of high-quality study tour brands. Develop green and low-carbon tourism products to better meet the travel needs of environmentalists. Develop tourism products based on the holiday arrangements of major source countries, attract overseas tourists to visit China during off-peak periods. Encourage the development of cross-border tourism trains, and ensure the entry and exit services for cross-border tourism special trains. Encourage airlines to offer more discounts for round-trip tickets with longer stay in China. Utilize artificial intelligence and digital technologies to improve service infrastructure and develop smart tourism.

(4) Enhance the quality of tourism services. Improve the foreign language service levels of restaurants, hotels, scenic spots, medical institutions, and public service institutions. Improve the tourism talent training system and build teams of tour guides and interpreters in lesser-known languages to better meet the interpretation needs of foreign tourists for museums and scenic spots. Encourage and support museums with a large number of foreign visitors to strengthen the provision of multilingual audio-guided tour equipment. Continuously improve the convenience level for foreign tourists' online ticket reservations and purchases at popular scenic spots.

II. Facilitating the Conduct of Business Activities

(5) Enhance the services and standards of international exhibitions. Support the development of influential international exhibitions through market-oriented approaches. Provide visa facilitation for business visitors coming to China to participate in national exhibitions, and offer services such as visa extension processing at nearby locations. Encourage international exhibitions to set up "foreign business visitor service desks" to provide services in finance, logistics, and law

III. Stimulating Consumption during Entry-Level Events

(6) Support the introduction of international events. Support the organization of international events with global influence. Encourage places with the necessary conditions to attract foreign outdoor sports enthusiasts by establishing high-quality outdoor sports destinations. Set up dedicated green channels at ports where large-scale international events are held, and ticket-holding spectators can enjoy group entry and exit and fast border inspection services.

(7) Expand the consumption chain of the event. Introduce the "event + tourism" package, promote tourism related to the event, and provide one-stop services including transportation, tickets, and accommodation. Develop IP-related derivative consumption for the event. Promote event live streaming and encourage basic telecommunications enterprises to enhance the coverage and quality of information and communication networks in the event venues and surrounding areas.

IV. Promoting Inbound Cultural and Entertainment Consumption

(8) Optimize the approval management for foreign-related commercial performances. Optimize the approval process for large-scale commercial performances, and implement the approval procedures for cross-regional tours.

(9) Cultivate more entertainment consumption scenarios. Expand the integrated consumption scenarios of "performing arts + tourism", and encourage local areas to design "multi-stop tourism products" based on large-scale commercial performances, "concert-themed tourism routes", "film and television-themed tourism routes", etc. Support regions with the necessary conditions to build "international performing arts consumption zones", hold international music festivals, art exhibitions, film festivals, and television festivals, and allow for extended night performance hours, along with 24-hour public services.

V. Expanding inbound health consumption

(10) Build an international medical tourism brand. In some areas with certain conditions, explore the establishment of international medical tourism clusters. Provide high-end services such as physical examinations, plastic surgery, and rehabilitation care for international patients. Leverage the exemplary and leading role of the Hainan Boao Lecheng International Medical Tourism Pilot Zone. Allow clinical urgently needed drugs (excluding vaccines) that are listed overseas but have no equivalent registered products in China to be used in medical institutions within the zone, and allow patients in the zone to take imported drugs for reasonable self-use and leave the pilot zone to use them. Carry out pilot projects for the integrated development of service trade in "introducing traditional Chinese medicine for consumption".

(11) Enhance the service level of international medical institutions. Implement the pilot program for expanding the openness of sole proprietorship hospitals. In the pilot provinces and cities, support the introduction of leading international specialized hospitals such as those in rehabilitation and high-end health check-ups. Support medical institutions to cooperate with international insurance companies in a legal and compliant manner, expand the scope of direct settlement of international commercial insurance, simplify the claim process, and support cross-border settlement of international commercial insurance.

VI. Promoting Inbound Education and Training Consumption

(12) Strengthen the brand and capacity building of "Studying in China". Improve the management chain for international students coming to China, encourage the establishment of on-site preparatory education abroad, carry out joint training programs with high-level foreign universities, improve the admission and assessment system for international students, optimize the construction of the internationalized campus environment, enhance the quality of international student education, and regulate the work of international students and outstanding graduates in China.

(13) Promote the export of Chinese language education. Encourage the internationalization of Chinese language education institutions. Cultivate Chinese language examination brands. Encourage vocational education institutions to promote "order-based training", and offer courses such as "Chinese + Tourism", "Chinese + High-speed Rail Technology", "Chinese + Cross-border E-commerce", and other "Chinese + Vocational Skills" programs to provide training support for foreign employees of Chinese "going global" enterprises.

VII. Improving Safeguard Measures

(14) Continuously improve visa policies. Gradually expand the scope of countries offering unilateral visa-free access, and continuously optimize the visa-free transit policy. Research the launch of electronic visas, pilot online application, and shorten the processing time. Implement online filling of the foreigner entry card. Simplify the approval procedures for foreigners coming to China to participate in exhibitions, sports events, etc., and eliminate the requirement for the inviting party to issue a commitment letter.

(15) Optimize the inbound consumption environment. Organize the "Purchase in China" series of activities, innovate integrated consumption scenarios that combine business, travel, culture and sports, and enhance the convenience of the entire inbound consumption process. Implement and refine the optimization policies for outbound tax refund, strengthen publicity and promotion, support the addition of tax refund stores, enrich tax refund products, and optimize tax refund services. Increase the coverage rate of multilingual signs in airports, high-speed railways, scenic spots, key commercial districts, and key cultural and tourism consumption venues, and improve payment convenience. Continuously promote the addition of service outlets at inbound ports and airports with high traffic to facilitate the handling of telecommunications services. Study and promote the provision of personal intelligent devices for inbound cultural and tourism consumption and their application. Encourage domestic navigation, taxi-hailing, food delivery, shopping and other life service software to provide multilingual versions. Strengthen the construction of industry standards related to inbound consumption, and improve service standards for tour guides, catering and medical services. Promote the international dissemination of China's consumption environment.

(16) Strengthen policy coordination. Optimize the statistics on inbound tourism development, promote data sharing among regions, and enhance data monitoring and feedback. Make good use of policies related to service consumption and re-lending for the elderly, guide financial institutions to increase support for sectors related to inbound consumption. Provide financing guarantee and interest subsidy support for loans to small and medium-sized enterprises engaged in inbound consumption services that meet the conditions. Encourage localities to increase investment promotion efforts for performances, events, exhibitions, etc., and provide necessary support for inbound consumption infrastructure such as duty-free stores. Enhance the convenience of digital services for inbound personnel.
